<br /> 7013 <br /> in the budget, but at commencement of the process, we can inform <br /> you as to what is applicable and what is not. <br /> We assume that city staff will be able to identify the following <br /> and provide us with the appropriate information: <br /> 1. Election returns by precincts <br /> 2. Candidate's race and ethnicity <br /> 3. Annexations of the city for 1982 to 1993 <br /> Based on our current projections (and the expectation that we will <br /> be able to obtain the 1980 census data), we would be able to <br /> complete all tasks defined in this proposal by November 1, 1993. <br /> We are conservative in this estimate, but if a decision were made <br /> to commence this project by the first week in September, there is <br /> a high probability that all tasks could be completed by October 15, <br /> 1993. <br /> Our professional fees are billed as follows: <br /> 1. Consulting $95.00 per hour <br /> . <br /> 2. Mapping, database <br /> construction, and <br /> redistricting plan 40.00 per hour <br /> development <br /> 3. Computer programming 40.00 per hour <br /> 4. Data entry 17.50 per hour <br /> The budget that we have outlined ass¥mes that we cannot utilize the <br /> data sources that the county indicates it now has. until we have <br /> had the opportunity to a) determine if the 1981 and 1991 <br /> redistricting submissions have block by block data for each <br /> precinct with total populations and voting age populations and <br /> b) confirmed that city voting precincts are the same as the <br /> county's in all elections, we cannot be absolutely sure that these <br /> resources will be of value. If they are, they will reduce the <br /> costs of this project by approximately $2,500.00. <br /> Our company has assisted more than 40 governmental units with <br /> redistricting issues, and we are prepared to provide the technical <br /> assistance that is required. Attached are the resumes of Dr. Bill <br /> Rives, Dr. Ed Jacko and Dr. Tucker Gibson, our redistricting <br /> technical staff. <br />
