<br />12SV <br /> <br />databases. The training will include loading the software on one IBM or <br />compatible microcomputer. Software required to run the hydraulic <br />computer model and databases will be provided pS part of this project. <br />For purposes of this agreement the software includes the hydraulic <br />model, and database program and fields. This agreement does not include <br />Intergraph software. <br /> <br />PHASE 4. COMPREHENSIVE SEWER RATE STUDY <br /> <br />A. Project Orientation, Data Collection, and Policy Review. <br /> <br />1. Prepare and submit to the City an initial list of data needed for <br />financial studies. <br /> <br />2. Meet with the City representatives to review the project scope of <br />work and schedule to insure that all participants are in agreement as to <br />the responsibilities and coordination efforts required. Policy <br />considerations such as impact fees, and rate structures will be <br />discussed. <br /> <br />3. Meet with utility representatives to review available basic data <br />which have been assembled and to discuss the proposed capital <br />improvement program and anticipated future operating requirements. <br /> <br />4. Provide direction, as required, for preparation of sewer bill <br />tabulations. Such tabulations will be used to verify the billing units <br />used in generating the existing levels of revenues and to accurately <br />predict revenue generated from proposed rates. Instructions will be <br />provided by Black & Veatch for development of detailed billing <br />information by type of customer or location of customer. <br /> <br />B. Capital Improvement Program Development. <br /> <br />Assist the city in developing a detailed five-year sewer capital improvements, <br />program (CIP) including schedules and cost forecasts. The CIP will be based <br />on available studies, data, and information, including the Black & Veatch <br />master plan report, and will not include preparation of additional studies and <br />cost estimates. Requirements for normal annual replacements, additions and <br />improvements, and extensions to the system and alternative financing methods, <br />including long term debt, annual operating revenues, connection fee revenue, <br />funds on hand, direct contributions, and special assessments will be <br />identified. <br /> <br />1. Review capital improvement programs developed by City's staff, <br />master planning reports prepared by Slack & Veatch and others, and other <br />available information with respect to needed replacements, improvements, <br />and expansions of the sewer system. <br /> <br />2. Review for reasonableness the cost estimates and schedule of needed <br />capital improvements. <br /> <br />3. Assist City staff in prioritizing needed improvements (as <br />identified by the master plan and other sources) recognizing the urgency <br />of the improvement and the impact on the City's financing requirements. <br /> <br />06/02/93 <br /> <br />A-IS <br />
