5. Receive a presentation regarding the Core Four Education Committee, and provide <br />direction to Staff. <br />Dr. Gene Bourgeois, Council Member Porterfield and Stephanie Reyes provided a presentation <br />on the Core Four Education Committee's initiative related to universal pre -k and out -of- school <br />activities. <br />6. Receive an update on the Youth Master Plan, and provide direction to Staff. <br />Mark Newton, Bea Flores and Gage Sears provide an update about the Youth Master Plan <br />process. <br />7. Receive a Staff presentation and hold discussion regarding the City's Community <br />Development Block Grant (CDBG) Program, and provide direction to Staff. <br />Janis Hendrix provided regarding the City's CDBG Program for the upcoming year. Council <br />provided direction to use the Cephas House for Parks and Recreation activities, and that they <br />were interested in seeing what options are available to use CDBG funds for public services and <br />out -of- school activities. <br />8. Receive an update on the Comprehensive Master Plan, and provide direction to Staff. <br />Jane Hughson, Co -Chair of the Steering Committee, provided and update on the Comprehensive <br />Master Plan. <br />9. Receive an update regarding the 2013 Community Survev, and provide direction to <br />Staff. <br />Collette Jamison, Assistant City Manager, provided an overview of the 2013 Community <br />Survey. <br />104nvocation <br />Karl Brown provided the invocation <br />11.Pledges of Allegiance - United States and Texas <br />Dylan Martinez - Rodriquez, a 4th grade student at Hernandez Elementary led the Pledges. <br />12.30 Minute Citizen Comment Period <br />Berry James, 323 W Hopkins, addressed the Council regarding Item #27 about the Appeal and <br />asked that the Council to not allow Zelicks to have live outdoor amplified music. <br />Alfred Sullivan, #21 Timbercrest, addressed the Council regarding Item #27 about the Appeal <br />and asked that the Council to not allow Zelicks to have live outdoor amplified music. <br />
