<br /> (;8Z <br /> San Marcos Prevention History Leading to Proposal <br /> The San Marcos Consolidated Independent School District (SMCISD) has been <br /> committed to alcohol and drug abuse prevention since a 1986 Drug Task Force <br /> was convened by the school board in response to a survey showing that dr.ug <br /> ab use was the nu mber one concern of parents, although the focus has been on <br /> prevention in the lower grades. Indeed, Crockett Elementary, a K-2 school in <br /> San Marcos,. was recognized by President Bush in 1990 as one of three schools <br /> in Texas to receive national Drug Free Schools Recognition for their <br /> exe m plary prevention efforts. <br /> In addition, other com m unity resources have been brought to bear on the <br /> problems facing youth. These include: Partnership for a Drug Free San <br /> . <br /> Marcos, The Hays Caldwell Council on Alcohol and Drug Abuse, The San Marcos <br /> Youth Services Bureau, The San Marcos Youth Shelter, Cedar Creek Associates, <br /> Southside Community Center, Rearing Our Own to Succeed, Community Action, <br /> Inc., Scheib Opportunity Center, Center for Initiatives in Education and others. <br /> The San Marcos Police Department's involvement to this point has been <br /> "peripheral" at best. , <br /> The San Marcos Police Department (SMPD), for the most part, has taken a <br /> traditional approach to providing basic police services to its comm unity. The <br /> vast majority of officers working in the SMPD are assigned to line functions <br /> (patrol, investigations). Only three officers work in what might be considered <br /> "administrative" positions. One corporal handles crime analysis, crime <br /> stoppers, and the department's victims program. One officer is assigned to <br /> crime prevention and handles organizing and supporting neighborhood <br /> 6 <br />
