-17- is to be held on or before April 15, 1992, and shall be posted on the bulletin board at City Hall on or before April 15, 1992. SECTION 21. That a copy of this Ordinance shall be delivered on or before April 17, 1992 to the presiding judge of each election precinct in which the election is ordered to be held, which copy shall serve as a notice or writ of election as required by the Texas Election Code. SECTION 22. That testing of the automatic tabulating equipment shall be performed and notice thereof shall be given in accordance with Subchapter D of Chapter 127 of the Texas Election Code. SECTION 23. That the rate of compensation to be paid judges, clerks, and assistants to the Tabulation Supervisor for services rendered during said joint general and special election by the City and the San Marcos Consolidated Independent School District to be held on May 2, 1992 be, and the same is hereby, established at Five Dollars ($5.00) per hour. SECTION 24. That the additional compensation to be paid judges who deliver returns of the election is hereby established at Twenty-Five Dollars ($25.00). SECTION 25. That if any portion of this Ordinance pertaining to the election to be conducted by the San Marcos Consolidated Independent School District is held invalid or is enjoined by a court of competent jurisdiction, the remaining provisions of this Ordinance pertaining to the election to be conducted by the City of San Marcos shall remain in full force and effect. SECTION 26. That the importqnce of this Ordinance creates an emergency and an imperative J?u~lic necessity so that the provisions of the charter requlrlng that ordinances shall be presented at three separate meetings and that no ordinance shall become effective until the expiration of ten (10) days following the date of its final passage be suspended, and these provisions are hereby suspended, and this Ordinance shall take effect and be in full force and effect from and after its adoption and after its publication in a newspaper of general circulation in the area.
