<br /> 7) a loan guarantee program; <br /> 8) provide collateral (ie. certificate of deposit) for a business loan financed <br /> at another financial institution; <br /> 9) provide the required local injection for SBA 504 loans; and <br /> 10) arrange interest subsidies together with private lenders. <br /> Sec. 105(a)(14) of the Housing and Community Development Act (42 U.S.C. Sec. 5305) <br /> authorizes the provision of assistance to public or private non-profit entities when the assistance <br /> is necessary or appropriate to carry out an economic development project is eligible. <br /> Examples of assistance to non-profit entities may be: <br /> 1) a loan to acquire real property, and <br /> 2) assistance to acquire, construct, reconstruct, or rehabilitate public facilities <br /> (except for buildings for the general conduct of government) to benefit <br /> a specific business or commercial or industrial buildings or structures and <br /> other commercial or industrial real property improvements. <br /> The types of loans/activities which are eligible under the RLF must be specified. Contractors <br /> are free to select activities for funding which are appropriate to achieving program objectives. <br /> In the event that a proposed activity does not fall into the categories and examples listed <br /> above, eligibility will be determined 011 a case-by-case basis. Please contact the Finance <br /> Division for a determination. <br /> Citizen Participation <br /> <br /> Communities must follow a detailed citizen participation plan that provides for and encourages <br /> citizen participation at all stages of the economic development program. Communities are <br /> required to carry out citizen participation in accordance with the following Citizen Participation <br /> Plan. <br /> - 4 - <br />
