5. Receive a Staff presentation regarding the marketing plan and implementation of the <br />new park rules for San Marcos Parks, and provide direction to Staff. <br />Rebecca Ybarra- Ramirez and Charlotte Wattigny of the Convention and Visitor Bureau and <br />Rodney Cobb, Executive Director of Community Services, provided the Council with a <br />presentation regarding the marketing plan and implementation of the new park rules. <br />6. Receive a Staff presentation and update regarding the Sanitary Sewer Studies and <br />Rehabilitation, and provide direction to Staff. <br />Janae Ryan, Graduate Engineer, provided the Council with and update regarding the Sanitary <br />Sewer Study and Rehabilitation program. <br />7. Invocation <br />A moment of silence was observed. <br />S. Pledges of Allegiance - United States and Texas <br />Council Member Prather led the Pledges. <br />9. 30 Minute Citizen Comment Period <br />Jaimy Breihan, San. Marcos, addressed the City council regarding Zoning and spot zoning. He <br />presented a site plan of a project that will be coming through the development process. He stated <br />his concerns for the project, and asked the Council to keep a strong mind on. the master plan. <br />Jay Heibert, 249 W Sierra Circle, addressed the City Council regarding his opposition against the <br />SmartCode. He believes that the Citizens lose their voice and that the process becomes <br />administrative. He provided several reasons for his opposition. <br />Anne O. Tamasso, San Marcos, provided a written statement regarding Item # 17. <br />Marian Upchurch, San Marcos, provided a written statement regarding Item # 17. <br />Beth Knox, San Marcos, provided a written statement regarding Item # 17. <br />Lisa and Jim Spencer, San Marcos, provided a written statement regarding Item # 17. <br />Rob Roark, 1804 A Hunter Rd, addressed the City Council thanking them for everything that <br />they do. He recently attended a CONA meeting and he is excited to see the new sidewalks that <br />will be built. He thanked the Council for being fiscally conservative and to the Staff. He told <br />them to keep up the good work and the communication to the neighborhoods and CONA. <br />Consent Agenda <br />
