The motion carried. <br />(14) MOTION: Upon a motion made by Council Member Porterfield and a second by Council <br />Member Thomaides, the City Council voted six (6) for, one (1) absent, Council Member <br />Thomason and none (0) opposed, to approve Resolution 2013 -43R, as previously captioned. The <br />motion carried. <br />Non Consent Agenda <br />17.Consider approval of Ordinance 2013 -13, on the first of two readings, amending the <br />Traffic Register maintained under Section 82.067 of the San Marcos City Code by <br />amending the speed limit in both directions of the following streets in the Spring Lake <br />Hills Subdivision from 30 miles per hour to 25 miles per hour: Mimosa Circle, Inwood <br />Drive, Norcrest Drive and Panorama Drive; and including procedural provisions. <br />MOTION: Upon a motion made by Council Member Becak and a second by Council Member <br />Scott, the City Council voted six (6) for, one (1) absent, Council Member Thomason and none <br />(0) opposed, to approve Ordinance 2013 -13, on the first of two readings as previously captioned. <br />The motion carried. <br />18.Consider approval of Ordinance 2013 -14, on the first of two readings, amending <br />Chapter 2, Administration, Article 2, Section 2.024 of the San Marcos City Code, to <br />increase the compensation for each Council Member from $500 per month to $950 per <br />month and to increase the compensation for the Mayor from $750 per month to $1,200 <br />per month; including procedural provisions; and, establishing an effective date. <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Becak, the City Council voted six (6) for, one (1) absent, Council Member Thomason <br />and none (0) opposed, to approve Ordinance 2013 -14 on the first of two readings, as previously <br />captioned. The motion carried. <br />19.Consider approval of Resolution 2013 -46R adopting a revised policy for the <br />reimbursement of Council Member expenses; and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Prather, MOTION TO AMEND: Upon a motion made by Council Member <br />Thomaides and a second by Council Member Guerrero, the City Council voted six (6) for, one <br />(1) absent, Council Member Thomason and none (0) opposed, to amend Resolution 2013 -46R by <br />adding language that a Council Member shall not assign his/her unused funds for council <br />expenses to another Council Member without the approval of the Audit and Finance Committee. <br />The Audit and Finance Committee is authorized to allow a Council Member to exceed his /her <br />annual travel expense funding by an amount not to exceed $200. <br />The motion carried. MAIN MOTION: the City Council voted six (6) for, one (1) absent, <br />Council Member Thomason and none (0) opposed, to approve Resolution 2013 -46R. <br />
