RESOLUTION 2013 -39R A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS APPROVING A PAYMENT IN THE AMOUNT OF $419667 TO CAPITAL AREA RURAL TRANSPORTATION SYSTEM ( "CARTS") FOR THE OPERATION OF THE RURAL SYSTEM DURING THE TRANSITION PERIOD (OCT 19 2012 TO MARCH 1, 2013) FOR THE PROVISION OF PUBLIC TRANSIT SERVICES AND FACILITIES; AUTHORIZING THE CITY MANAGER TO PAY FOR THESE SERVICES ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: RECITALS: 1. With the creation of the urban -rural transit district in. August 2012, CARTS sought transition funding from TxDOT- Transit to operate the new urbanized area as a rural system for a period of 6- months. 2. TxDOT presented the request for the census transition funding, which included San Marcos and other affected systems, to the Texas Transportation Commission at their October 25, 2012 meeting. 3. The funding was approved by the Commission. and state rural funding was provided for operations for the period of September 1, 201.2 through March 1, 201.3 . 4. The City's payment for CARTS' services for the operation of the rural system during the transition period (Oct 1, 2012 to March. 1, 2013) is 5/1.2 of the City's annual participation amount under the rural system or $41,667.00. PART 1. The attached invoice between. the City of San Marcos, Texas and Capital Area Rural. Transportation System ( "CARTS ") is hereby approved. PART 2. The City Manager is authorized to pay the invoice attached hereto as Exhibit A on behalf of the City. PART 3. This Resolution shall be in full force and effect immediately from and after its passage.
