21.Consider approval of Ordinance 2013 -20, on first and final reading, authorizing the <br />issuance of one or more series 2013 City of San Marcos, Texas, Combination Tax and <br />Revenue Certificates of Obligation in an amount not to exceed $13,500,000 to provide <br />funding for San Marcos Municipal Airport improvements, enemy cost reduction <br />measures in city facilities, design and construction of improvements to city buildings, <br />drainage system, water and wastewater systems, upgrades to city fiber optic network, <br />purchase of Fire and Police Department equipment and software, traffic signalization, <br />updates to the City Transportation Plan, implementation of railroad quiet zones, <br />acquisition of property, for a transit stop for bus and rail service; approving an Official <br />Statement; Purchase Agreement and Paying Agent /Registrar Agreement; establishing <br />the procedures for selling and delivering one or more series of the Certificates; <br />providing for adoption of this Ordinance on one reading only in accordance with State <br />Law; and authorizing other matters relating to the Certificates. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Prather, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance 2013- <br />20, as previously captioned. The motion carried. <br />22.Consider approval of Ordinance 2013 -21, on first and final reading, authorizing the <br />issuance of City of San Marcos, Texas General Obligation Refunding Bonds in an <br />amount not to $22,500,000; approving an Official Statement, a Paying <br />Agent /Registrar Agreement, a Bond Purchase Agreement and an Escrow Agreement; <br />establishing the procedures for selling and delivering one or more series of the Bonds; <br />providing for the approval of this Ordinance on one reading only as authorized by State <br />Law; and authorizing other matters relating to the Bonds. <br />MOTION: Upon a motion made by Council. Member Scott and a second by Council Member <br />Prather, the City Council voted seven (7) for and none (10) opposed, to approve Ordinance 2013- <br />21. The motion carried. <br />23.Consider approval of Ordinance 2013 -22, on first and final reading, establishing the <br />City of San Marcos, Texas, Electric Utility System Revenue Financing Program; <br />providing for approval of this Ordinance on one reading only as authorized by State <br />Law; and providing an effective date. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Becak, the City Council voted seven (7) for and none (0) opposed, to approve. Ordinance 2013- <br />22, as previously captioned. The motion carried. <br />24.Consider approval of the first supplemental Ordinance 2013 -23, on first and final <br />reading, to the Master Ordinance 2013 -22 establishing the City of San Marcos, Texas <br />Electric Utility System Revenue Financing Program; authorizing the issuance of City of <br />San Marcos Electric System Revenue Bonds in an amount not to exceed $19,500,000 for <br />the purpose of paying the costs of acquiring, purchasing, constructing, improving, <br />enlarging or equipping the Citys Electric Utility System; providing for approval of this <br />Ordinance on one reading only as authorized by State Law; and providing an effective <br />
