Kreczmer asked that the cost benefit analysis be provided on the annexations before the Council, and he was advised they would be provided at second reading December l2, 1983. Ken Kraus advised the Council it was his intention to put a PUD development on the property, which would use approximately half the capacity of the utility lines to that area. The City Attorne~ was advised to review the agreement the City has with the Baptist Aca- demy regarding the utility lines. The Council voted unanimous approval of the Ordinance on first reading (Mr. Farr present). Mayor Craddock introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN Iv1ARCOS, TEXAS, AMENDING ORDINANCE 1978-43 WHICH DE- TERMINED APPROPRIATIONS FOR REVENUE SHARING ENTITLE- Iv1ENT NO. 10; ADOPTING SAID REAPPROPRIATIONS AND DECLAR- ING AN EFFECTIVE DATE. Mr. Farr moved for approval of the Ordinance on second reading and Mr. Iv1oore seconded the motion. The Councilwas advised there was a need for the Ordinance to be adopted on emergency, as the bid the Council awarded would only be good a short period of tiffie. Mr. Farr then moved the Ordinance be adopted on emergency and Mr. Moore seconded the motion, which passed unanimously. Iv1r. Farr moved for adoption of the Ordinance and Ms. Kissler seconded the motion. The Council asked Acting City Attorney Chapman the status of the closing of Lowman Airfield. Iv1r. Chapman advised Mr. Iv1izelle was in coœmunication with the attorneys representing Breihan and Cipple, and that Mr. Chapman had no problem with Mr. Mizelle proceed- ing with the closing of the airport. Mr. Chapman is to communicate with Mr. Iv1izel1e a deadline to proceed with the closing. The Council voted unanimous adoption of the Ordinance.
