Brown <br /> Gerald G. Farr <br /> John A. Kreczmer <br /> Jaime Moore <br /> Tess Norris <br /> City Manager A. C. Gonzalez <br /> City Secretary Janis K. Womack <br /> City Attorney Barbara Jean Edwards <br /> Director of Finance Earl T. Williams <br /> Director of Public Works George Boeker <br /> Also Present: Jerri Hartin, Olga Garza, Jeff Watkins, Kelly Kilber, <br /> Betty Kissler, Fred Guerra, Lee Head, Ken Long, Jim Mezzares (BFI) , <br /> Dick Obenhaus (Longhorn Disposal) and others. <br /> Mayor Craddock called the meeting to order at 6:00 p.m. <br /> Mayor Craddock introduced for consideration approval of award of bid <br /> on the sanitation contract. Kelly Kilber reviewed with Council his <br /> letter of March 21, 1983 regarding comments made by other cities relat- <br /> ing to BFI's services. Some cities reflected some rough spots especially <br /> during the transitional period from city serVlce to contracted service <br /> but there were no major complaints. He reviewed with Council a compari- <br /> son of commercial rates d~ending on the volume and frequency of collec- <br /> tion. He said the basis of bidding was on residential service only, <br /> but the various bidders were asked to give quotes on the maximum to <br /> be charged to commercial users. He stated there would be no exclusive <br /> contract for commercial customers, as for residential. City Manager <br /> Gonzalez stated the target date for the transition was June 1, 1983. <br /> Mr. Farr moved for approval to award bid on the sanitation contract <br /> and Mr. Brown seconded the motion, which passed unanimously. Mr. <br /> Kilber said the Council should consider what items of equipment they <br /> want to sell and recommended they sell the equipment to BFI, as this <br /> would probably be the most economical offer that would be made. Dick <br /> Obenhaus of Longhorn Disposal stated he understood the primary considera- <br /> tion of the sanitation contract would be the residential charge but <br /> thought the commercial charge would also be a consideration. He stated <br /> he understood the bid specifications and did not necessarily agree with <br /> them, but he accepted it was the City's right to specify in any manner <br /> they determined what the specifications would be. He said he doubted <br /> it would be economically feasible for another hauler to dominate the <br /> commercial business. City Manager Gonzalez stated the Staff would work <br /> with any company interested in the commercial hauling for our City. It <br /> was estimated there were approximately 350 cannisters and 200 hand pickups <br /> in commercial operation at this time and approximately 3800 residential. <br /> Mrs. Norris moved to award the bid for the sanitation contract to BFI <br /> Waste Systems and Mr. Kreczmer seconded the motion, which passed unani- <br /> mously. <br /> Mayor Craddock introduced for consideration approval to bid the Mill <br /> Street project. Mr. Farr moved for approval to bid and Mrs. Norris <br /> seconded the motion, which passed unanimously. <br /> The rreeting adjourned at 6:54 p.m. on motion made by Mr. Farr and seconded <br /> by Mr. Kreczmer. <br />
