<br /> 32 <br /> Regular Meeting March 28, 1983 Page 2 <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTION 3 OF APPENDIX A OF <br /> THE CODE OF ORDINANCES OF SAID CITY, SAME BEING THE <br /> GENERAL ZONING ORDINANCE AND ZONING MAP OF SAID CITY <br /> WHICH REGULATE AND RESTRICT THE LOCATION AND USE OF <br /> BUILDINGS, STRUCTURES AND LAND IN SAID CITY, TO <br /> CHANGE THE ZONING AND USE DESIGNATION OF FORTY (40) <br /> ACRES, MORE OR LESS, OUT OF THE ORIGINAL TOWN OF <br /> SAN MARCOS, IN HAYS COUNTY, TEXAS, FROM "c" (COMMER- <br /> CIAL DISTRICT) TO "CBA" (CENTRAL BUSINESS AREA DIS- <br /> TRICT) AND TO INCLUDE SAID LAND WITHIN THE BOUNDARIES <br /> OF SAID CENTRAL BUSINESS AREA DISTRICT AND DECLARING <br /> AN EFFECTIVE DATE. <br /> Mayor Craddock opened the public hearing and asked if anyone wished <br /> to speak in favor of the zoning change. John Morrisset stated that <br /> the Downtown Association held a meeting in January of 1982 with approxi- <br /> mately 35 of its members present and unanimously voted in favor for the <br /> Council to adopt an Ordinance as being presented to the Council at this <br /> time. He stated they did not oppose bars but that there were enough <br /> bars in the downtown area and wanted some restriction to more bars <br /> being permitted in this area. He said their reasons were a lack of <br /> adequate parking in the downtown area and the clutter caused from <br /> the patrons of the bars. Council Member Moore stated the parking <br /> problem in the downtown area is a matter that needs to be addressed <br /> but it is not a problem caused by the bars alone. Jack Lindstrom <br /> and Pat Price both made comments concerning what comments and actions <br /> had been taken in the past on this matter. No one else wished to speak <br /> in favor of the Ordinance. Mayor Craddock asked if anyone wished to <br /> speak in opposition to the Ordinance and no one did, so Mayor Craddock <br /> closed the public hearing. <br /> Mrs. Norris moved for approval of the Ordinance on first reading and <br /> Mr. Kreczmer seconded the motion to get it on the table for discussion. <br /> After some discussion Mrs. Norris moved to table the Ordinance to clear <br /> up the specifics of the Ordinance and direction was given to bring the <br /> matter to the Council for consideration at the April 11, 1983 Council <br /> Meeting. Mr. Farr seconded the motion and on roll call the following <br /> vote was recorded: <br /> AYE: Brown, Farr, Kreczmer, Craddock, Norris. <br /> NAY: Moore. <br /> ABSTAIN: None. <br /> Mayor Craddock introduced a public hearing to consider annexation of <br /> 60.606 acres, more or less, out of the J. M. Veramendi League No. 2, <br /> Abstract No. 17, and the Joel Miner Survey, Abstract No. 321, Hays <br /> County, Texas, being a strip which is 250 feet on each side of the <br /> centerline of IH35, and 5280 feet long (north of Blanco River Bridge). <br /> Mayor Craddock opened the public hearing. No one wished to speak In <br /> favor of or in opposition to the annexation, so Mayor Craddock closed <br /> the public hearing. <br /> Mayor Craddock introduced a public hearing to consider annexation of <br /> 189 acres, more or less, out of the J. M. Veramendi League No. 1 (in <br /> the vicinity and including the Fish Hatchery). Mayor Craddock opened <br /> the public hearing. No one wished to speak in favor of or in opposition <br /> to the annexation, so Mayor Craddock closed the public hearing. <br />
