<br /> 11 <br /> (C) Water utility use: <br /> (l) Reduction of average system pressure <br /> to 60 psi is recommended. <br /> (2) Leak detection and system repairs <br /> are recommended. <br /> (3) Stabilizing and equalizing system <br /> pressure are recommended. <br /> (4) Sewer line flushing is prohibited <br /> except for emergencies. <br /> (5) Fire hydrant flushing is prohibited <br /> except for emergencies. <br /> (6) Power production use: Reduction of <br /> water use is recommended. <br /> Sec. 30-15. staqe 5 (Aquifer Emergency) Water Use <br /> Restrictions. <br /> (a) The mayor or city manager is hereby authorized to <br /> implement Stage 5 (Aquifer Emergency) when there is 30% <br /> Increase in tota I dissolved solids above the historical <br /> average and above maximum total dissolved solids for any <br /> public supply well pumping from the Edwards Aquifer. The <br /> mayor or city manager is further authorized to terminate <br /> stage 5 (Aquifer Emergency) upon an appropriate change is <br /> total dissolved solids from the well in question. The <br /> order to implement and to terminate stage 5 (Aquifer <br /> Emergency) shall be made by public announcement and shall <br /> be published a minimum of one (I) time in a newspaper of <br /> general circulation in the city. <br /> (b) The order may impose any or all of the following <br /> restrictions or conditions on the use of water as the <br /> circumstances may require. <br /> (1) The restrictions described in Stages 1,2,3 or <br /> 4. <br /> (2) In industrial, commercial and other uses <br /> additional restrictions may be imposed if <br /> conditions warrant. <br /> Sec. 30-16. PresumDtion and Penalties. <br /> <br /> (a) For the purposes of this Article, it shall be <br /> presumed that a violation of a mandatory water use <br /> restriction occurring on a premises was caused by the <br /> person in whose name a water meter connection for the <br /> premises is registered with the City or other water system. <br /> Proof that the particular premises have a water meter <br /> connection registered in the name of the defendant named in <br /> a complaint shall constitute in evidence a prima facie <br /> presumption that the person to whom such water connection <br /> was registered was the person who permitted or caused the <br /> illegal use of water to occur on the premises. <br /> (b) A person who knowingly or intentionally violates or <br /> causes the violation of any restriction or prohibition on <br /> the use of water or related activities contained in the <br /> following stages of Water Conservation Orders shall be <br /> deemed guilty of a misdemeanor and upon conviction shall be <br /> punished by a fine in the respective amounts shown for each <br /> stage. <br /> STAGE 1 Not less than $25 nor more than $100. <br />
