Essential and Utility Use: (VOLUNTARY) <br /> 1) Fire fighting: No restrictions. <br /> 2) Medical use by health care facilities: no <br /> restrictions. <br /> 3) Water utility use: <br /> a) Reduction of average system pressure to <br /> 60 psi is recommended, <br /> b) Leak detection and system repairs are <br /> recommended. <br /> c) Stabilizing and equalizing system <br /> pressure are recommended. <br /> d) Sewer line flushing is prohibited except <br /> for emergencies. <br /> e) Fire hydrant flushing is prohibited <br /> except for emergencies. <br /> f) Power production use: reduction of water <br /> use for power production is recommended, <br /> STAGE III: AOUIFER ALERT <br /> <br /> 1. Trigger level: San Antonio index well J-17 at 620 or <br /> less feet above mean sea ~evel. <br /> 2. Reduction goal: 25%, <br /> 3. Wasting of water is prohibited. <br /> 4. Emergency conservation water rates may be implemented by <br /> City Council action, <br /> 5. Penalty for violations of Stage 3 demand reduction. <br /> measures: $50 to $500 per day fine for each violation. <br /> 6.
