67 <br /> <br /> RESOLUTION 1991- 15 R <br /> <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br /> OF SAN MARCOS, TEXAS, SUPPORTING THE ENACTMENT <br /> OF LEGISLATION MANDATING A CORRECTION OF THE <br /> 1990 CENSUS; SUPPORTING ADMINISTRATIVE ACTION <br /> TO CORRECT THE 1990 CENSUS; AND SUPPORTING <br /> JUDICIAL ACTION TO CORRECT THE 1990 CENSUS; <br /> AND DECLARING AN EFFECTIVE DATE. <br /> <br /> WHEREAS, the 1990 Census will provide essential population <br />statistics governing federal funding allocations and political <br />representation for the next decade; and, <br /> <br /> WHEREAS, the 1990 Census has been fraught with numerous <br />operational problems; and, <br /> <br /> WHEREAS, the Census Bureau has acknowledged undercounts in <br />past censuses; ands <br /> <br /> WHEREAS, the 1990 Census is projected to contain not only an <br />undercount of minorities but of non-minorities as well; and, <br /> <br /> WHEREAS, the preliminary census counts understated the <br />population of the City of San Marcos, Texas, by an estimated 6,500 <br />persons; and, <br /> <br /> WHEREAS, the undercount is projected to have a <br />disproportionately adverse impact upon the nation's urban areas <br />such as the City of San Marcos, Texas; and, <br /> <br /> WHEREAS, the Census Bureau has developed a statistical <br />methodology for correcting the undercount but the Commerce <br />Department has refused to use this corrective mechanism; and, <br /> <br /> WHEREAS, federal disinvestment in key urban funding combined <br />with federal restrictions on tax exemption have threatened cities; <br />abilities to cope with growing social and financial problems; and, <br /> <br /> WHEREAS, the Constitution of the United States clearly states <br />that all persons must be counted in each Census; and, <br /> <br /> WHEREAS, the City of San Marcos, Texas believes that all <br />persons count. <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SAN MARCOS, TEXAS: <br /> <br /> PART 1. That the City of San Marcos, Texas urges Congress and <br />the President to enact legislation mandating a statistical <br />correction of the 1990 Census. <br /> <br /> PART 2. That the City of San Marcos, Texas urges the <br />President and the Secretary of Commerce to administratively agree <br />to statistically correct the 1990 Census so as to reflect an <br />accurate enumeration of the nation's population. <br /> <br /> PART 3. That, barring legislative or administrative remedies~ <br />the City of San Marcos, Texas supports judicial action to effect a <br />statistical correction of the 1990 Census. <br /> <br /> PART 4. That this Resolution shall be in full force and <br />effect from and after its passage. <br /> <br /> ADOPTED this 28th day of J nuary ~ , 19 91 · <br /> <br /> <br />
