<br /> .Federal Emergency I\1anagement Agency <br /> Washington, D.C. 20472 <br /> DEC 6 1990 <br />CERTIFIED MAIL (102a) <br />RETURN RECEIPT REQUESTED Community: City of San Marcos, <br /> Hays and Caldwell <br />The Honorable Kathy Morris Counties, Texas <br />Mayor of the City of San Marcos Map Panel Numbers: 485505 0009 D <br />City Hall 485505 0010D <br />630 East Hopkins Effective Date of <br />San Marcos, Texas 78666 this Revision: DEe <br /> 6 1990 <br />Dear Mayor Morris: <br />The Flood Insurance Study (FIS) and Flood Insurance Rate Map (FIRM) for the <br />City of San Marcos, Texas, have been revised by this Letter of Map Revision <br />(LOMR) to reflect a redelineation of the floodway for Purgatory Creek near the <br />site of the Hays County Precinct No. 1 Vehicle Maintenance Building. This <br />revision was requested by Mr. Stephen M. Jenkins, P.E., Director of Environ- <br />ment and Engineering for the City of San Marcos, in an August 23, 1990 letter <br />to the Federal Emergency Management Agency (FEMA) Region VI office, which was <br />subsequently forwarded to our Headquarters office in Washington, D.C. <br />Because the Vehicle Maintenance Building represents an encroachment within an <br />overflow swale adjacent to Purgatory Creek, referred to as Purgatory Creek <br />Diversion 1, FEMA sent you an October 30, 1990 letter listing all technical <br />data submitted in support of this revision request and requesting that your <br />community indicate in writing whether or not local or state floodplain <br />management ordinances are more restrictive than the FEMA-designated floodway <br />for Purgatory Creek. In a November 2, 1990 letter to FEMA, Mr. Jenkins <br />verified that the FEMA-designated floodway on Purgatory Creek is the most <br />stringent restriction on development along this stream. Based on this fact <br />and the submitted technical information, ihis LOMR has been issued to reduce <br />the width of the FEMA-designated floodway in the vicinity of the Vehicle <br />Maintenance Building. Base (lOO-year) Flood Elevations and 100- and 500-year <br />floodplain boundaries are not impacted by this LOMR. The revised area is <br />shown on the enclosed annotated portions of the FIS and FIRM. This LOMR <br />revises FIRM number 485505, panels 0009 D and 0010 D, and FIS text Table 2, <br />entitled "Floodway Data." <br />This revision is effective as of the date of this letter. However, a review <br />of the determination made by this LOMR and any requests to alter this deter- <br />mination should be made within 30 days. Any such requests must be based on <br />scientific or technical data. <br />The floodway is provided to your community as a tool to regulate floodplain <br />development. Therefore, the floodway modifications described in this letter, <br />while acceptable to FEMA, must also be acceptable to your community and <br />adopted by appropriate community action as specified in Paragraph 60.3(d) of <br />the NFIP regulations. <br />
