60
Regular Meeting April 11, 1983 Page 5
City had opted to use a different route to channel the flow of drain-
age waters, beginning at the San Marcos River and working towards the
Millview area, as far as funds would allow. He stated the entire
area was listed in the Bond Program, which would probably be passed
on to the voters to decide at a Bond Election in August of this year.
He stated to make repairs to the road surface would only be short-term,
as utility and drainage work was needed first. Public Works Director
George Boeker stated Freese and Nichols had prepared plans for the
needed drainage, utility and road work in the area, which in November
of 1980 was estimated to be approximately $1.4 million, and at the time
the City had approximately $450,000 for the project. Mr. Boeker stated
in February, 1981 when 6 or 7 residents refused to give the needed ease-
ments for the drainage work, the property owners requested the City seek
some other route to channel the water, so Freese and Nichols re-routed
the water to the river, and the remaining $400,000 would be applied to
this new routing as far as it will go. Sylvia Esquivel, Charles Dees,
Mr. Vasquez, Nicolas Pompa, Bonny Farino and Mike Butterfield all ad-
dressed the Council with the need for the repairs to the road and stated
a willingness to cooperate with the City in the City obtaining any need-
ed easements. Resident C. E. O'Bryant stated the natural flow of the
water had been taken away with the construction of the SWT Stadium,
and Ms. Jarnigan asked if the City would consider spending $15,000
to retop the road surface if it was going to be approximately two
years before major work could begin. The Staff was instructed to
look at the road surface In front of the Pompas' home at 319 Mill
Street, as the traffic is rerouting to go around the holes of the road
surface.
The meeting adjourned at 9:30 p.m. on motion made by Mr. Farr and se-
conded by Mr. Moore.
'f ILl ffwúJY'-
Karl W.
