Kenneth A. Bagley Senior Analyst Diversified Utility Consultants, Inc. B.S. Engineering, Univ. of Colorado M.A. Economics, Univ. of Colorado Mr. Bagley's professional experience consists of an extensive background in the analysis of utility system operations, rates and consumer demand. He has conducted both economic and engineering analyses for numerous municipal electric, gas, water, and wastewater utilities as well as federal and local power authorities. Mr. Bagley has experience with numerous programming languages, spreadsheets and in the use of mainframe and PC based computer systems. Prior to joining Diversified Utility Consultants, Inc., Mr. Bagley was employed with a national engineering and consulting firm. At the time of his departure Mr. Bagley held the position of Senior Economist. This position entailed direct responsibility for all economic analysis conducted by his office. He has directed or participated in numerous load forecasts, cost-of-service, fuel price projections, leveraged-lease, power supply and transmission studies for municipal utilities as well as federal, state and local authorities. Mr. Bagley has presented testimony before the Texas Public Utility Commission and Texas Water Commission on issues relating to utilities cost-of-service. A representation of Mr. Bagley's experience includes; analysis 01 utilities cost-of-service to determine the appropriateness of their rate filings; the development of load forecasts for over 40 municipal utilities which employed trending, time-series or cross-sectional data and linear or logarithmic demand equations, depending upon availability of information; development of fuel price forecasts; participation in studies on behalf of various governmental agencies which analyzed the socioeconomic impact associated with a redistribution of power from federal hydroelectric projects; and a determination of the extent of competition for local telecommunication services. He has also estimated the fair market value of generating units for leveraged lease studies. Mr. Bagley's engineering experience includes analyzing the wholesale power transactions and associated losses between ERCOT members, estimating the potential markets for power from specific generating units by determining the cápacity availability of interconnected transmission facilities, and reviewing the operations of municipal water and wastewater systems for bond financings. His background in computer programming includes experience with six programming languages, knowledge of IBM, H-P, Honeywell and COMPAQ mainframe and PC based systems as well as Lotus, Visicalc, Microstat, TSP and SPSS spreadsheet and statistical software programs.
