<br /> 3. Evaluation of flood hazards in connection with the proposed <br /> project. <br /> 4. Environmental impact assessment. <br /> 5. Tabulation of all bids. <br /> 6. Copies of all contracts. <br /> II. SELECTION PROCESS FOR GRANT AWARDS <br /> Preapplications for Title II grants will be rated according to a system which <br /> awards points based on four criteria. These criteria are: <br /> 1) Whether the proposed facility win serve an unserved or recently <br /> unserved county; <br /> 2) The type of construction project proposed; <br /> 3) The relative need for additional space according to the Texas Library <br /> Association's Standards and Guidelines for Texas Public Libraries: and <br /> <br /> 4) The percentage of the estimated project cost to be paid for with local <br /> funds which is available at the time of preapplication submittal. <br /> The rating system based on these four criteria is as follows: <br /> 1. UNSERVED COUNTY - 10 points. <br /> <br /> The proposed construction project is in a county presently without <br /> public library service, or in a county which has established service in <br /> the past three years. <br /> 4 <br />
