<br /> G Project Ranking. Following the deadline date for submission, State <br /> Library staff will reView the preapplications for compliance with all <br /> guidelines and instructions. Applications will then be rated. Finally, the <br /> applications will be ranked according to the total points received. <br /> Staff recommendations to the State Library and Archives <br /> Commission for Title II funding will consist of the highest ranked <br /> preapplications, up to the limit of funds available. If available funds are <br /> insufficient to fully fund a proposal after the highest ranking proposals <br /> have been fully funded, staff will negotiable with the applicant in question <br /> to determine if a lesser amount would be acceptable. If the applicant <br /> cannot agree to the lesser amount, the staff will open negotiations with the <br /> next applicant on the ranked list. This process will be continued until all <br /> funds are awarded. <br /> In the event that two proposals receive identical scores, and funds <br /> are not sufficient to fund both, staff will recommend award of the funds (if <br /> sufficient) to the applicant requesting the least amount of Title II funding. <br /> If funds are insufficient to fund this proposal, staff will enter into <br /> negotiations with the applicant as described above. Any funds remaining <br /> after an award is made to this applicant will be cause for negotiations with <br /> the other applicant in question. If these negotiations are unsuccessful, staff <br /> will enter into negotiations with the next applicant on the ranked list. <br /> III. APPLICATION AND CONTRACTING PROCESS <br /> Following approval of the Title II grant awards by the State Library <br /> and Archives Commission, successful applicants will be mailed the <br /> Application for Federal Assistance for Construction Programs to be <br /> completed and returned to the State Library. Any problems with the <br /> application will be referred by staff to the applicant. If, for any reason, an <br /> application cannot be approved or a contract cannot be executed, the <br /> preapplication selection procedures described above will be utilized to <br /> award the funds to another applicant or applicants. <br /> IV. PREAPPLICA TION GUIDELINES <br /> The Preapplication for Federal Assistance, along with instructions, <br /> can be found in the Appendixes.
