<br /> PROJECT DESCRIPTION <br /> WELLHEAD PROTECTION FOR THE CITY OF SAN MARCOS <br /> Objective <br /> The 1986 Amendments to the Safe Drinking Water Act (SDWA) established the <br /> State Wellhead Protection (WHP) Programs. A WHP Program, as defined in the <br /> statute, includes the following elements: <br /> . Duties of State and local agencies and public water system in implementing <br /> the program <br /> . Determination of WHP areas for each public well or well field <br /> . Identification of all potential anthropogenic sources within the protection area <br /> . Public participation <br /> . Contingency plans for alternative water supplies in cases of contamination <br /> . Siting consideration for all new wells. <br /> The State WHP Program in Texas receives approval from EPA and is <br /> administered jointly by Texas Water Commission (TWC) and Texas Department of <br /> Health (TDH). The City of San Marcos has contacted the TWC for technical assistance <br /> in establishing the City WHP Program in 1988. In the early stages of the program, <br /> TWC delineated the City Wellhead Protection Area (WHPA) as a part of a regional <br /> scale (the Edwards Aquifer) WHP Program. TWC will provide training to city <br /> volunteers to conduct inventory of the potential sources of contamination. The field <br /> surveys for inventory are planned for fall 1991. This proposal describes work to be <br /> done in the final stages of the City WHP Program. <br /> The purpose of this proposal is to develop management strategies for the City of <br /> San Marcos to protect areas surrounding the city water supply wells against <br /> contaminants that may have human health effects. This project will develop a WHP <br /> ordinance, a public education program, as well as contingency plans if contamination <br /> occurred. It is the goal of this project to serve as a demonstration project on how to <br /> develop a WHP management plan for cities in the Edwards Aquifer region. <br />
