attached hereto and made a part hereof, is hereby adopted as the official tabulation of the votes cast at the election and that the tabulation be filed and recorded in the official records of the City of San Marcos as the official canvass of the election. SECTION 3. Tha t the official canvass of the returns of the election reflects the following: A. That the following person was duly elected City Council Member, Place Five of -b'he City of San Marcos: Billy G. Moore B. That the following person was duly elected City Council Member, Place Six of the City of San Marcos: Bill Plummer proposition No. 1 The rededication for the construction and operation of a city library and for park purposes a tract of land up to 3.5 acres in si ze out of a 25 acre, more or less, tract of city-owned land located across Hopkins Street from City Hall and bordered by East Hopkins Street, West Bugg Lane, and railroad right-of-way. Votes for Proposition No.1: 1128 Votes against Proposition No. 1: 368 SECTION 4. That the importance of this Ordinance creates an emergency and an imperative public necessity so that the provisions of the Charter requiring that ord.i&nances shall be presented at three separate meetings and that no ordinance shall become ef,fective until the expiration of ten (lØ) days following the date of its final pas::ta:ge be suspended, and these provisions are hereby suspended, and this Ordinance shall take effect and be in full force and effect from and after its adoption and after its publication in a newspaper of general circulation in the area as required by the Charter of the City of San Marcos.
