underground electric power cable from Techline, Inc. for the Hillside Ranch Apartments in the estimated amount of $105,336.50 through the City's Material Acquisition Services Agreement with the Lower Colorado River Authority; authorizing the Purchasing Manager to execute the appropriate purchasing documents on behalf of the City and declaring an effective date. 12.Consider approval of Resolution 2013 -74R, awarding a construction contract to Oromex Construction Company, Inc. for the Harmons Way- Oakridge Supply Line Phase 1 Proiect in the bid amount of $952,635.50 contingent upon the bidder's timely submission of sufficient bonds and insurance in accordance with the City's bid documents for the proiect; authorizing the City Manager or his designee to execute the contract documents on behalf of the City and declaring an effective date. 13.Consider approval of Resolution 2013 -75R, approving a contract with Robert Peyton for the purchase 1.18 acres of land out of the J.M. Veramendi Survey located off Hunter Road near Wonder World Drive in the amount of $64,251.00 in connection with the Hunter Road Improvements Proiect and related drainage and trail improvements; authorizing the City Manager to execute this contract on behalf of the City; and declaring an effective date. 14.Consider approval of Resolution 2013 -76R, approving a first amendment to Interlocal Agreement with Hays County for the purpose of extending the lease term for the WIC Office at 401C Broadway Street for two additional years; authorizing the City Manager to execute said agreement; and declaring an effective date. 15.Consider approval of Resolution 2013 -77R, approving a first amendment to Interlocal Agreement with Hays County for the purpose of extending the lease term for the WIC Satellite Office at 150 Lockhart Street in Kyle for two additional years; authorizing the City Manager to execute said agreement; and declaring an effective date. 16.Consider approval of Resolution 2013 -78R, authorizing a request for financial assistance from the Texas Department of Transportation for the acquisition of approximately 42 acres of land adiacent to Taxiway J at the San Marcos Regional Airport for airport purposes at an estimated pro iect cost of $650,000.00; authorizing the use of City funds in the amount of 10 percent of the costs for such project; naming the Texas Department of Transportation as the City's agent for purposes of administering funds and contracts related to the project; authorizing the City Manager to execute all contracts and agreements with the State of Texas, and such other parties as shall be necessary and appropriate for the implementation of the project; and declaring an effective date. MOTION: upon a motion made by Council Member Porterfield and a second by Council Member Thomaides, the City Council voted four (4) for, one (1) abstained, Council Member Prather to avoid the appearance of impropriety, two (2) absent, Council Member Thomason and Becak, and none (0) opposed, to approve consent agenda, with the exception of items 8 and 11 which were considered separately. The motion carried.
