<br /> THECITÝOF <br /> SAN MARCOS <br /> ,'I <br /> <br />Office of the Mayor <br /> ,^, ,i);/ý <br /> ~-"- <br />May 28, 1991 <br />The Honorable Ann Richards <br />Governor of Texas <br />Capitol Room 200 <br />Austin, Texas 78701 <br />Re: Opposition to Senate Redistricting Plan <br />Dear Governor Richards: <br />The San Marcos City Council wishes to express our unanimous <br />opposition to the Senate redistricting bill, Senate Bill 31, <br />which divides Hays County and removes San Marcos from a <br />Central Texas senatorial district. <br />This legislation places San Marcos and 70% of the population <br />of Hays County in a coastal Senate district, far removed from <br />the economic, environmental, ethnic, and social issues <br />affecting our community and the IH 35 corridor region. <br />We have already expressed our concern regarding the serious <br />undercount by the U.S. Census which has left some 6,000 of <br />our residents, many of the Hispanics, uncounted and <br />unrepresented. This redistricting plan further obstructs <br />equitable representation of San Marcos and Hays County, <br />divides our minority population, and diminishes their voting <br />strength. <br />We ask you to veto Senate Bill 31 or any other redistricting <br />plan which divides Hays County and removes us from a Central <br />Texas Senate District. <br />Enclosed is a formal resolution, adopted by the San Marcos <br />City Council, which expresses our opposition.
