<br /> 37 <br /> RESOLUTION 1991- 75 R <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br /> OF SAN MARCOS, TEXAS ESTABLISHING A POLICY FOR <br /> THE EXPENDITURE OF FUNDS FROM THE TOURIST <br /> ACCOUNT IN THE HOTEL OCCUPANCY TAX FUND: AND <br /> DECLARING AN EFFECTIVE DATE. <br /> WHEREAS, a need exists for the establishment of a formal <br /> written policy for the expenditure by City Council Members of <br /> funds from the Tourist Accounts in the City's Hotel Occupancy Tax <br /> Fund: no\.¡, therefore <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS: <br /> PART 1. That expenditures from the Tourist Account in the <br /> City's Hotel Occupancy Tax Fund shall be made in accordance with <br /> all of the following: <br /> 1. Expenditures from the account must be approved in a public <br /> meeting of the Council and be placed on the Council agenda as <br /> a regular action item. <br /> 2. Funds from the account may not be used for the purchase of <br /> alcohol. <br /> 3. Expenditures from the account must be verified and supported <br /> with valid receipts, which are to be submitted to the City <br /> Secretary. <br /> 4. Funds from the account may not be used by City Council <br /> Members to purchase services or goods from relatives or <br /> businesses in which City Council Members or family members <br /> have an interest. <br /> 5. The City Council shall rev leW, at the end of each fiscal <br /> year, how Tourist Account expenditures have impacted the <br /> local tourist industry and to ascertain if such expenditures <br /> have been effective and productive. <br /> 6. The following are allowable expenses from the account: <br /> a. Expenses at municipal functions at which San Marcos <br /> tourism is promoted (e.e., TML, NLC, HELO, NALEO, U. S. <br /> Conference of Mayors): <br /> b. Expenses incurred sponsoring or attending conventions, <br /> seminars, symposiums and special events that directly <br /> attract tourists to San Marcos: <br /> c. Expenses incurred in the encouragement, support and <br /> promotion of the arts: and <br /> d. Expenses incurred in the encouragement, support and <br /> promotion of historic preservation activities and in the <br /> attraction of tourism to historic areas and si te s \.¡Ï thin <br /> the City. <br /> PART 2.
