<br />The provisions of the Plan apply to all persons, customers, and property located within <br />the San Marcos city limits and to all persons, customers, and property utilizing water provided <br />by the City of San Marcos. <br /> <br />2.0 Public Participation and Notification <br />The public is invited to participate in updates and actions relative to the Drought <br />Response Plan through various public information outlets including the City of San Marcos <br />internet site, press releases, bill inserts, and other methods as deemed appropriate. The City of <br />San Marcos periodically provides the public with information about the Plan, including <br />information about the conditions under which each stage of the Plan is to be initiated or <br />terminated, and the drought response measures to be implemented in each stage. <br />As specified under Section 86.058(f) of the ordinance, notices to implement or terminate <br />each respective stage of the demand management plan "shall be posted on the city internet web <br />site, broadcast on the city cable channel, released to public media outlets, and published in whole <br />or in summary form in at least one newspaper of general circulation within the city." The <br />Director of the City of San Marcos Water/Wastewater Utilities (Director) may also directly <br />notify other individuals, agencies and entities as deemed necessary. <br /> <br />3.0 Initiation and Termination <br />The Director will monitor water supply conditions on a daily basis in order to determine <br />when the "trigger" conditions described below justify initiation or termination of each demand <br />management stage. The triggering criteria are based on levels established by the Edwards <br />Aquifer Authority to protect springflows and endangered species during critical period <br />conditions. Although the trigger criteria are expressed in terms of Edwards Aquifer index well <br />levels, the water demand reduction measures are applicable to both ground and surface water <br />components of the supply. <br /> <br />3. 1 Stage 1 <br />The Director shall implement Stage 1 of the Drought Response Plan when anyone of the <br />following conditions occurs: <br />. At 8:00 a.m., the level of the aquifer is less than 650 feet above mean sea level (msl) <br />as measured at well J-17; <br /> <br />2 <br />
