At 8:00 a.m., on the 30th day after implementing Stage 3, the level of the aquifer
remains at less than 630 feet above mean sea level (msl) as measured at well J-17;
. At 8:00 a.m. the level of the aquifer is less than 627 feet above msl as measured as
well J -1 7.

The Director is authorized to issue a notice of termination of Stage 4 when the above
criteria are no longer satisfied. A water supply emergency may
occur when natural or man-made contamination enters the water supply, or when major water
line breaks or system failures cause unprecedented loss of capability to provide water service.
The Director is authorized to issue a notice of termination when the conditions which prompted
initiation of the restrictions have ceased to exist.

4.0 Goals

The goals of the Drought Response Plan are to achieve reductions in water usage by
limiting non-essential water uses. The specific reduction goals for each demand management
stage are as follows:
. Stage 1: Reduce total water usage by 10%.
. Stage 2: Reduce total water usage by 15%.
. Stage 3: Reduce total water usage by 25%.
. Stage 4: Reduce total water usage by 30%.

4
