The City's Water and Wastewater Department staff has recommended that the City <br />Council approve changes to Division 2, Conservation, of Article 2, Water, of Chapter 86, <br />Utilities, and Article 6, Plumbing Code, of Chapter 14, Buildings and Building Regulations, of the <br />San Marcos City Code, including the following: <br /> <br />A. Redefine drought management stages, in concert with the present requirements of <br />the Edwards Aquifer Authority, to include provisions for using spring flow levels as a <br />trigger for instituting and lifting water restrictions. <br /> <br />B. Improve efficiency of water use to decrease per capita consumption in order to allow <br />existing water supplies to serve future growth <br /> <br />C. Require use of water-conserving technologies and prohibit wasteful activities. <br /> <br />D. Update, adopt and implement a drought response plan to limit non-essential water <br />use during dry periods by changing regulatory requirements, adding year-round water <br />conservation measures, and providing for enforcement mechanisms. <br /> <br />2. The City Council wishes to make the changes recommended by the Water and <br />Wastewater Department staff. <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: <br /> <br />SECTION 1. The present sections of Chapter 86, Article 2, Division 2 of the City Code <br />are repealed and replaced with the following' <br /> <br />DIVISION 2. WATER CONSERVATION <br /> <br />Section 86.056. Definitions <br />Terms in this division have the following meanings unless otherwise specified: <br /> <br />Aesthetic water feature means a fountain, waterfall, landscape lake or pond, or <br />another decorative feature where the use is entirely ornamental and serves no other <br />functional purpose <br /> <br />Aquifer means the Edwards Aquifer. <br />
