<br />Chapter 1 <br /> <br />Sector Four Introduction <br /> <br />SECTOR FOUR INTRODUCTION <br /> <br />What is a Sector Plan? <br />A sector plan is a plan for the future of a defined area within a city. The San Marcos <br />sector plans will strengthen the identity of residential and nonresidential areas and guide <br />change for the areas. Plans will be developed for eight sectors in San Marcos. The map <br />presented on the following page shows the eight sectors. <br /> <br />What are the Objectives of the San Marcos Sector Plans? <br />Objectives for the sector plans include: <br />- The development of a future land use map for the area; <br />- Identification of zoning and land use conflicts in the area; <br />- Building stronger community relations by fostering a partnership between the <br />City, and neighborhood residents, property owners, institutions and businesses; <br />- The stabilization and / or improvement of property values in the area; <br />- The provision of guidelines to insure new development will be sensitive to <br />existing development; and <br />- Addressing goals, problems, and opportunities at a neighborhood level. <br /> <br />What are the Roles of the Participants? <br />Stakeholders <br />Stakeholders include interested property owners, residents, and owners of businesses <br />within each sector. The stakeholders give input to City staff and the Planning and Zoning <br />Commission regarding desired land uses in each sector. <br /> <br />Planning and Development Services (PADS) Staff <br />PADS staff prepare sector plans and future land use maps based on the concerns and <br />desires of the stakeholders, adopted policies of the city's master plan and sound urban <br />planning principles. <br /> <br />Planning and Zoning Commission <br />Holds public hearings on sector plans and makes a recommendation to the City Council. <br /> <br />City Council <br />Adopts sector plans by ordinance as an amendment to the city's master plan, San Marcos <br />Horizons. <br /> <br />1-1 <br /> <br />ijioolig!1ted information has been updated in the Technical Update found at the beginning of the Plan <br />
