and from the evaluation of the new model result data within each participating <br />community. The alternatives will include both structural and non - structural <br />improvements. <br />The flood damage reduction alternatives will include economic analysis and <br />justify alternatives, if any, for specific storm frequencies within each <br />participating community. The effects of each alternative scenario and <br />resulting level of flood protection with respect each alternative will be <br />analyzed and incorporated into the overall effect on the watershed by the <br />USACE, GBRA, and their contractors, relative to its derived benefit to the <br />participating. A detailed report that summarizes the findings of the study and <br />modeling results will be prepared and presented to the Project Management <br />Committee. Reports will include presentation of the methods of analysis, <br />summary of results, exhibits, model output, and benefit to each member of <br />the Committee. <br />8) Benefit /Cost Analysis — The benefit of each alternative in terms of level of <br />protection /reduction of flood damages, impacts, right -of -way requirements, <br />environmental impacts, etc. will be made in comparison to the associated cost <br />of each improvement. From this benefit /cost analysis, a set of solutions will <br />be presented in a report, which will document the benefit criteria, cost <br />information and other considerations. The purpose of this report will be to <br />communicate the results of the Project to a broad audience that may include <br />technical and non - technical people. The results of the Benefit -Cost Analysis <br />will be presented at a public meeting. <br />The USACE, GBRA, and their contractors will provide preliminary cost <br />estimates for each alternative developed to reduce flood damages within <br />each participating community. The economic analysis necessary for the <br />analysis of alternatives in each community, or alternatives benefiting multiple <br />participating parties as agreed will be presented in a public meeting. The <br />contractors will prepare any exhibits necessary for the report and public <br />meeting for alternatives. <br />9) Implementation and Phasing — Following the public input pertaining to <br />Benefit/Cost for the flood protection scenarios, the project will also include <br />initial recommendations for the implementation and phasing of the identified <br />improvements, both structural and non - structural. An implementation plan will <br />identify potential funding sources for the improvements, such as drainage <br />utility fees, impact fees, public /private partnerships, special utility districts, <br />etc., as appropriate. Consideration of current Capital Improvements Plans <br />will be important to ensure that the recommended flood protection strategies <br />are coordinated and consistent with planned projects. <br />10) Final Deliverables — At the conclusion of the study, the USACE, GBRA, and <br />its contractors will prepare a final report be presented to the TWDB and will <br />likely include maps, technical analysis, supporting documentation, and the <br />implementation and phasing plan. <br />
