1.2. Income <br />In general, limitations on fair housing choice are more commonly found to affect <br />housing decisions among low- income persons. Low - income households tend to be <br />the most adversely impacted in acquiring desirable housing of their choice and <br />housing in the more desirable areas in the city. Income limitations often prevent <br />those households from moving to areas where local amenities raise the value of the <br />housing. Income plays a very important part in securing and maintaining housing. In <br />San Marcos, low income is certainly adversely impacting fair housing choice and <br />quality of life for its residents. However, there is very little disparate impact of lower <br />income based on race and ethnicity. All three race and ethnicities are experiencing <br />large percentages of their population with very low incomes. <br />The data in Table 1.3 and Chart 1.1, on the following page, show the distribution of <br />income across income classes among Whites, Hispanics, and African - Americans. <br />An estimated 49.4 percent of White households, 35 percent of African - American <br />households and 45.2 percent of Hispanic households have incomes of less than <br />$25,000. The City of San Marcos is comprised of census tracts where the majority of <br />household incomes are below 80% of the area median, making the entire City <br />eligible under HUD guidelines for Community Development Block Grant funding. <br />Chart 1.1 shows that the modal income class, the income classes with the highest <br />number of households, for Whites was the less than $10,000 category with 20.9 <br />percent of Whites in this income range. The modal income class for Hispanic <br />households was $15,000 to $24,999 range with 18.0 percent of households in this <br />range. The most frequently reported income for African - American households was <br />less than $10,000 range with 26.2 percent of households in this range. <br />According to the 2006 - 2010 ACS estimates, the median household income was <br />$25,492 for White households, $28,733 for Hispanic households, and $29,877 for <br />African - American households, compared to $26,734 for the overall city. Map 1.7, on <br />page 12, shows the median household income by census tract between 2006 and <br />2010. <br />10 <br />
