Introduction and Acknowledgements <br />Introduction <br />This report provides an Analysis of Impediments to Fair Housing Choice (Al), <br />commissioned by the City of San Marcos, Texas. This Al was conducted using a <br />methodology consistent with the U.S. Department of Housing and Urban <br />Development (HUD) guidelines. HUD requires that each jurisdiction receiving federal <br />funds certify that it is affirmatively furthering fair housing. The certification specifically <br />requires jurisdictions to do the following: <br />■Conduct an analysis of impediments to fair housing choice within the state or <br />local jurisdiction. <br />■Take appropriate actions to overcome the effects of any impediments identified <br />through that analysis. <br />■Maintain records reflecting the analysis and actions in this regard. <br />Lead and Participating Agencies <br />City of San Marcos, Community Initiatives Division of the Planning and Development <br />Services Department was responsible for oversight and coordination of the Al <br />process. The City of San Marcos retained J -Quad Planning Group, LLC, a <br />Community Development, Urban Planning and Housing Consulting firm to assist in <br />the preparation of the Al. <br />Acknowledgements <br />Data collected in preparing the Al relied in part on input from the public. The process <br />included information gathered from three citizen focus groups, key person <br />interviews, and data provided by the City of San Marcos. We also acknowledge the <br />participation of the City government officials, development community, non - profit, <br />social services, business, and real estate industries. Special thanks to all focus <br />group participants and their contributions toward making the Al process a success. <br />
