The City of San Marcos' commitment to furthering fair housing and affordable <br />housing through planning and CDBG program design and implementation is <br />noteworthy. These efforts will continue to improve and help maintain stability, and <br />strengthen its older and lower income areas. The City and its nonprofit partners <br />are encouraged to expand these efforts into other neighborhoods as a primary <br />means of expanding fair housing choice. The impediments identified in Section <br />Six can be directly linked to and supported by data and analysis from the <br />previous sections. In some instances, footnotes have provided information <br />should the reader need to refer to other sections for more details. <br />Evaluating fair housing is a complex process involving diverse and wide - ranging <br />considerations. The role of economics, housing markets, and personal choice are <br />important to consider when examining fair housing. Any disproportionate impacts <br />on persons of a particular race, ethnicity, or members of the protected classes <br />under fair housing law have been comparatively analyzed to determine to what <br />extent those disparities are limiting fair housing choice. San Marcos has relatively <br />few impediments to fair housing. However, some issues were identified. <br />The analysis of fair housing choice in the City of San Marcos has resulted in the <br />identification of impediments, identified through a study methodology that <br />included conducting focus group sessions, the construction of a demographic <br />analysis resulting in a community profile and fair housing index, analysis of the <br />Home Mortgage Disclosure Act (HMDA) data for the City of San Marcos and a <br />fair housing law and public policy and program review. The following narrative <br />provides a summary of those sections. <br />
