Attachment A <br />PROPOSED SCOPE FOR PRELIMINARY DESIGN PHASE SERVICES <br />For The <br />Old RR 12 Bike /Ped and Widening Project <br />San Marcos, Texas <br />PROJECT DESCRIPTION <br />The limits of the Old Ranch Road 12 Bike /Pedestrian and Widening project are from W. Holland Street to <br />Craddock Boulevard. This phase will include the preparation of a preliminary engineering report for the <br />roadway, sidewalk, and water and wastewater improvements. The proposed roadway section will include <br />widening to three lanes (two through lanes and a two -way left turn lane) with bike lanes on both sides, <br />sidewalk on at least one side of the roadway and Low Impact Design (LID) drainage improvements. The <br />construction of the project is partially funded by CAMPO. <br />The water and wastewater improvements include the replacement of the 8 -inch water line from W. <br />Holland Street to Hughson Drive, an additional water line from Hughson Drive to Craddock Avenue, an <br />additional wastewater line from LS #37 to Craddock Avenue, an additional wastewater line from LS #29 <br />north across Old RR 12, and the decommissioning of LS #37 and LS #29. <br />The project is approximately 0.7 miles in length. Field surveying, utility location and coordination, water <br />and wastewater improvements, signing and striping design, grading and LID drainage design and <br />pavement design services are anticipated and described in more detail in the following TASK <br />DESCRIPTION. <br />TECHNICAL STANDARDS AND PROCEDURE ASSUMPTIONS <br />• Microstation and /or Geopak computer applications will be used for all design and plan sheets <br />produced on this project, as well as the following: <br />• National Environmental Policy Act <br />• Architectural Barriers, Texas Department of Licensing and Regulation <br />• Americans with Disabilities Act (ADA) Regulations <br />• Texas Department of Transportation Design Manual and American Association of State Highway and <br />Transportation Official (AASHTO) Policy on Geometric Design of Highways and Streets (most <br />current version) will be used as the design guidelines for this project. <br />• Texas Department of Transportation Standard Specifications (2004) will be used as a basis for <br />developing specifications. <br />• Design of traffic control plans will conform to the version of the Texas Manual on Uniform Traffic <br />Control Devices and Texas Department of Transportation Standards that is expected to be in effect at <br />the proposed time of construction. <br />• Environmental requirements per applicable jurisdiction: TCEQ, TxDOT, City of San Marcos, Texas <br />Historical Commission, Hays County, EPA, US Fish and Wildlife Service, and USACE. <br />
