City of San Marcos Water Master Plan Update <br />SCOPE OF SERVICES <br />BASIC SERVICES <br />BASIC SERVICES for the Water Master Plan Update shall include the following tasks, to be completed by <br />Alan Plummer Associates, Inc. (ENGINEER). Any tasks not specifically identified under BASIC SERVICES <br />shall be considered SPECIAL SERVICES and must be separately authorized by the City of San Marcos <br />(CLIENT). <br />A. Perform Data Collection and System Asset Inventory <br />1. Information related to any specific fire flow requirements within the City. <br />2. Electronic (GIS) files containing the locations of all system infrastructure, including water <br />system pipes, tanks, pump stations, valves, and fire hydrants, etc. active as of January 1, <br />2013. <br />3. Any available information related to pipe material and water age within the system, <br />developed since the IDSE report in 2007. <br />4. Electronic flies containing all customer metered water usage for 2010 -2012. Electronic <br />files should include location (address) of each meter, and monthly metered usage at <br />each location. <br />5. Electronic (GIS) flies containing updated city street centerline information and city limits <br />(as of January 1, 2013) for incorporation into maps and other figures used in the Water <br />Master Plan. <br />6. Current CCN boundary information (GIS shapefiles), Including the Crystal Clear dual <br />certification changes. <br />7. Operational protocols for the system, which may include SCADA and PLC programming <br />parameters, pump on /off and /or VFD settings, pressure reducing valve settings, etc. <br />S. Current plans for piping at all pump stations, storage facilities and treatment facilities. <br />9. Dally water production data for the surface water treatment plant for 2008 -2012, as <br />well as information on water supply production for all active groundwater wells. <br />10. Hourly (or as frequently as available) measured flows for all pump stations for 2010- <br />2012 (if flow information is available for individual pumps). <br />11. Tank level data (hourly) In all storage tanks for 2010 -2012. <br />12. Any records of low - pressure complaints. Map indicating areas of known problems with <br />low or high pressures. <br />13. Best available electronic (GIS or Auto CAD) elevation data for the CLIENT. <br />14. Available hydrant flow and pressure test data. <br />15. Information concerning any projected growth and development within the CLIENTS <br />service area. This could include the Comprehensive Plan, previous projections, land use <br />zoning, and known plans for projects. <br />16. If installed or modified since 2002, CLIENT to provide detailed information for all storage <br />tanks - to include inlet and outlet diameter, storage -depth relationship, diameter of <br />bowl, minimum and maximum water levels, presence of interior screening, baffling or <br />other mixing techniques. <br />
