<br /> AIRPORT MASTER PLAN UPDA TE <br /> SAN MARCOS MUNICIPAL AIRPORT <br /> SCOPE OF WORK SAN MARCOS, TEXAS <br /> The principle objective of the San Marcos Municipal Airport Master Plan Update Is the preparation of <br /> planning documents and strategies for appropriate development of the airport, and a review of <br /> environmental and economic factors that may result from or influence such development. Satisfying this <br /> objective will provide a strategic action plan that will allow San Marcos Municipal Airport to continue to grow <br /> and meet the future aviation demands placed upon it by the City of San Marcos and the surrounding area <br /> within the real world limitations and constraints dictated by overall comfTIJnity needs. The planning study <br /> proposed is designed to achieve the optimum balance of the San Marcos area aviation needs as well as <br /> those of the airport neighborhood community, within acceptable economic, operational, environmental and <br /> safety parameters. In order to achieve this goal, and develop the fundamental framework that will achieve <br /> the stated objectives, many issues relating to comfTIJnity development, aviation demand and environmental <br /> issues must be addressed. The plan rTlJst provide technically sound, publicly acceptable concepts for <br /> development from which San Marcos can create policy for on and off airport implementation of future <br /> aviation facility improvements. <br /> The preparation of the proposed San Marcos Municipal Airport Master Plan Update will be based upon a <br /> number of technical and planning elements that are described in Section 1 . Scope of Wot1c, of this <br /> proposal. The elements are described and presented in an orderly manner that reflects, more or less, the <br /> general sequence in which they would be accof1fJHshed. <br /> Alrpon Malller Planning Concepts <br /> The development of the on airport land use and functional plans for San Marcos Municipal Airport are <br /> critical to the future development of the airport. At present, the airport is not totally developed or leased <br /> and has undeveloped land available for new projects. One of the principle tasks within the proposed study <br /> effort is to develop and analyze alternatives to airport development that wi/I maximize or optimize the space <br /> available for on-airport uses, and to also analyze possible options for adaptive reuse or redevelopment of <br /> existing faciHties or land areas. Additionally, the airport financial performance, leases, rates and charges <br /> and other aspects of airport business and management poRcies will be examined and recommendations <br /> prepared. <br /> There are many ways in which a project of this nature can be considered, and many methodologies which <br /> may be employed, ranging from a simplistic physical feature or facilities orientation to more abstract <br /> concepts which begin with consideration of regional aviation needs on a macro scale, with theoretical <br /> demand and conjectural pursuits that are heavily dependent on mathematical modeling and anticipated <br /> technological breakthroughs in aviation technology. <br /> It is our view that the most realistic and practical approach for San Marcos combines both methods and <br /> employs, to a significant degree, a judgmental process based upon the collective experience of the <br /> consultants, the FAA, the Airport Advisory Board, the City and the users -this is the planning team. This <br /> approach is particularly important to this project because of the social, economic, political and <br /> environmental factors present, and because of our philosophical approach to airport planning which <br /> stresses the planning process as opposed to the planning product, i.e. a report and a set of drawings. <br /> We beUeve that the principle benefit of undertaking a malll., plan Is the planning process, and that <br /> the use of the belli means of communication between the planning team and the alrpon environs <br /> will contribute materially to the success of the undert8lc/ng. <br /> In summaty, we envision the airport master planning effort as an interactive, dynamic and fully integrated <br />
