Task 2. t SurtaƓ Access
Surface transportation arteries and anticipated changes to the access systems are extremely important in
market area delineations and will, to the extent possible, be considered through the year 2010.
Task 2.2 Airspace
Airspace and air navigation within the Central Texas terminal airspace structure will be a consideration in
the delineation of the service or service area, future airport faciRty location/configuration.
Because of the unique character of the Central Texas area, and because of the dramatic socia-economic
changes that have occurred and are anticipated to occur, the determination of the role that San Marcos
Municipal Airport is to play within the area system of airports is crucial to determination of future airport
development plans. Task 3 will be devoted to such analysis and will establish the Airport's place in the
aviation marketplace.
TASK 3.0 . ROLE ASSESSMENT
Task 3. t CUrrent Role
A role assessment matrix will be prepared that utilizes fundamental attributes and criteria to rank the airport
on a comparative basis with others in the region and in its role as a reliever airport. This matrix concept
has been used in many other studies that required similar role assessments and analysis. Because the
airport is presently in existence, the study will not consider airport site suitability as if it were a new location,
but is intended primarily to provide the sponsor with a comprehensive view of the airport and its competitive
position in present and future operating scenarios.
The current role of the airport will be determined through a detailed investigation of current usage, including
aviation activity, user profiles, airspace, share-of-the-market, and historical performance. Financial
performance of the airport, including that of airport businesses, will also be analyzed, and used as a metric
of performance relative to future revenue production.
Task 3.2 Future Role
The term "role assessment" as used in this proposal means a process or methodology through which the
future characteristics of airport activity can be determined, but within the constraints of specific conditions.
The conditions will be defined through an analysis of the circumstances that may occur during the planning
period. Based upon our prelifTinary investigation, at /east three conditions will be devised as a basis for
role determination.
Condnlon 1 will provide an analysis of San Marcos Municipal Airport's potential in a growing or expanding
economy and will focus upon the airport's ability to maximize attraction of new business and aviation activity
in competition with other key airports within the primary and secondary market areas.
Condnlon 2 will be based upon a status quo economic situation within the community and the surrounding
areas, and will assume that other airports competing within the primary market area also remain in a status
quo. The local economy and general economic well-being of the region and the state will assume to
remain unchanged from the present.
Condnlon 3 will assume a decHning economy and the comparative analysis will stress San Marcos
