However, projects with a cash match will receive higher <br />funding priority. <br /> I. Only one construction project per applicant will be approved for <br />funding. <br /> 1. There is no prohibition from awarding more than one Title II grant <br />to libraries within a particular county, as long as the grants are awarded to <br />different governmental entities. Members of federated library systems may <br />apply for Title II grants. Their population will be the municipal population <br />plus a prorated portion of the county's population, as specified in Rule 1.71 <br />of the Rules for Administerin~ the Library Systems Act. <br /> <br /> K Title II grants will not be awarded to libraries which evidenced poor <br />performance on past state-funded Titles I, II, and III projects, as measured <br />by timely and complete adherence to all fiscal and program requirements. <br /> L. Applicants must notify the appropriate State Planning Region <br />Clearinghouse of their intent to apply for a construction grant and to <br />forward a copy of the preapplication for review and comment. <br /> M. All grant administration policies will be based on Office of <br />Management and Budget Circular A-87, and HHS Guide OASC-IO, as modified <br />by the Uniform Grant and Contract Management Act of 1981 and the <br />Common Rule for Uniform Administrative Requirements for Grants anq <br />Cooperative A~reements to State and Local Governments. The grant <br />program is also subject to federal rules and regulations in 34 CPR 770, 34 <br />CPR 76, 34 CPR 80, under authority of the Library Services and Construction <br />Act as amended by P.L. 101-254. <br /> N. In addition to the final audit and periodical expenditure data, grant <br />recipients will be required to furnish the State Library coples of the <br />following: <br /> 1. Building program prepared by the library building consultant. <br /> 2. Opinion signed by legal counsel describing the interest the <br /> applicant has or will have in the site and certifying that the <br /> estate or interest is legal and valid. <br /> 3 <br />
