<br /> e. Architectural, engineering and inspection expenses incurred after <br /> site selection. <br /> f. Expenses related to the acquisition and installation of initial <br /> equipment to be located in a public library facility. This equipment <br /> includes all necessary building fixtures and utilities, office furniture, <br /> and public library equipment. An applicant may not include the cost <br /> of books or other library materials. <br /> 3. Indirect Cost Reimbursement. <br /> The local government administering the grant funds may claim <br /> reimbursement from grant funds for administrative expenses incurred <br /> if such reimbursement is in accordance with OMB Circular A-87. <br /> 4. Effective Date of Project. <br /> The effective date of a library construction project is no earlier than the <br /> date of state agency approval. Expenditures by local applicants for <br /> architect fees, site acquisition and preliminary planning costs of an <br /> approved project, made prior to the date of the state agency approval <br /> are eligible as matching funds, but only if made within three years prior <br /> to the date of contract. <br /> 5. Supplemental Funds. <br /> In accordance with 34 CFR 76.760, the following guideline prevails: An <br /> applicant may use funds under more than one federal library program <br /> to support different parts of the same library construction project, if it <br /> meets the following requirements: <br /> a. The applicant complies with the requirements of each federal grant <br /> pro gram with respect to the part of the project assisted with funds <br /> under that program, and <br /> b.
