<br /> 9. The subgrantee must have or obtain a full title or other interest in the <br /> site, including right of access, that IS sufficient to Insure the grantee's <br /> undisturbed use and possession of the facilities for over 20 years or the <br /> useful life of the facilities, whichever is longer. 34 CFR 75.603 and 34 CFR <br /> 770.42. <br /> 10. To sign the construction contract within one year from the effective <br /> date to allow completion of the construction, receipt of all equipment and <br /> furnishings, final inspection and acceptance of the buildings within a three <br /> year period from the project contract date. <br /> 11. To designate a local official to be responsible for fiscal matters relating <br /> to the construction project. <br /> 12. To maintain separate records for the construction project. <br /> 13. To engage the services of a registered, professional architect and a <br /> registered, professional engIneer to prepare plans, specifications and <br /> estimates for the project. <br /> 14. To engage the services of a library building consultant (Le., a librarian <br /> with a Master's Degree in Library Science from an ALA accredited school <br /> who is experienced in public library building planning) in the planning the <br /> project. In consultation with the local building committee, librarian and <br /> architect, the consultant must prepare the written library program and be <br /> consulted In the preparation of the library floor plan layout and the <br /> furniture, shelving, equipment, specifications and layout. The consultant <br /> may assist in the site selection process. <br /> 15. To design and construct facilities to promote the preservation of the <br /> library and information resources to be utilized in the facilities. (Library <br /> Services and Construction Act Amendments of 1990, §203 (5)) <br /> 16. To ensure that the library will not discriminate on the basis of race, <br /> religion, age, gender, national origin, or handicapping condition in providing <br /> space for public meetings.
