All containers shall be returned to their proper location by the CONTRACTOR's employees. The CI"rY will encourage residents to use suitable containers. 2.11 COLLEC"rIOR VEHIC"T.RS During the entire Contract period the COftRAC"l'OR shall provide and maintain a fleet of approved collection vehicles sufficient in number, equipment and capacity to efficiently perform the work and render the services required of it by this Contract. The COlRRAC'.fOR s hall furnish alternate vehicles and personnel under breakdown and lay-off conditions. 2.11.1 Each vehicle shall be kept in sanitary condition at all times, meaning that no recyclable materials shall be permitted to remain overnight anywhere in the packer body. In addition, each collection vehicle shall be washed down not less than once a week and steam-cleaned as needed. The CI"rY reserves the right to inspect the CONTRACTOR's collection vehicles at any time. When, in the opinion of the CI"rY, a collection vehicle is considered unsanitary, the COIlrRAC'l'OR shall steam-clean and deodorize the equipment. The CI"rY"s decision shall be final in such matters. 2.11.2 The noise level for the collection vehicles during the stationary compaction process shall not exceed seventy-~ive (75) decibels at a distance of twenty-five (25) feet from the collection vehicle and at an elevation of five (5) feet from the horizontal base plane of such vehicle.
