<br /> 36 <br /> Regular Meeting June 27, 1983 Page 5 <br /> Mr. Farr moved for the adoption of the Ordinance on third and <br /> final reading and Ms. Kissler seconded the motion, which passed <br /> unanimously. <br /> Mr. Brown introduced for consideration the adoption of an Ordinance <br /> on third and final reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, ANNEXING TO SAID CITY A CONTIGUOUS <br /> TRACT OF LAND CONTAINING 96.709 ACRES OF LAND OUT <br /> OF THE J. M. VERAMENDI SURVEY LOCATED WITHIN THE <br /> EXTRATERRITORIAL JURISDICTION OF SAID CITY AND LY- <br /> ING ADJACENT TO PRESENT CITY BOUNDARIES; APPROVING <br /> A SERVICE PLAN FOR SAID TRACT; EXTENDING THE BOUN- <br /> DARY LIMITS OF SAID CITY SO AS TO INCLUDE SAID TRACT; <br /> GRANTING TO THE INHABITANTS OF SAID TRACT ALL THE <br /> RIGHTS AND PRIVILEGES OF OTHER CITIZENS OF SAID <br /> CITY; BINDING SAID INHABITANTS BY ALL OF THE ACTS <br /> AND ORDINANCES, RULES AND REGULATIONS OF SAID CITY <br /> AND DECLARING AN EFFECTIVE DATE. <br /> Mr. Farr moved for the adoption of the Ordinance on third and final <br /> reading and Mr. Kreczmer seconded the motion, which passed unani- <br /> mously. <br /> Mr. Brown introduced for consideration a request from the San Marcos <br /> Masonic Lodge to designate San Marcos Masonic Lodge No. 342 A.F.&A.M. <br /> as a historical site for tax relief and direction to the City Attorney <br /> for preparation of (1) designation of the Lodge as a historical site <br /> and (2) determination of what portion of the assessed value of the <br /> Lodge to exempt from taxation. Roland Daigle of the Lodge stated <br /> they had to depend on donations to pay their bills and they were <br /> asking to be removed from the City's tax roll. He said the Lodge <br /> was used by other organizations to hold meetings. Charles Stone <br /> stated there was an Attorney General's opinion that the Masonic <br /> Lodges were not exempted. Lodge Member Cecil Gregg advised the <br /> Council their organization was a non-profit organization and that <br /> their funds had been depleted. Lodge Member Jerry Moore stated he <br /> would like to see the Council review each organization that might <br /> ask for tax relief on its own merit. After much discussion Mr. <br /> Farr moved that the Mayor select a committee composed of one member <br /> from the Planning Commission, one member from the Zoning Commission, <br /> one member from the Historical District Committee, along with City <br /> Attorney Barbara Edwards, who would chair the Committee, to write <br /> an ordinance for the Council's consideration how to hartdle this type re- <br /> quest for exemption and designation, and Ms. Kissler seconded the <br /> motion, which passed unanimously. Mr. Brown stated he would like <br /> the Committee to decide if such matters would be handled on an in- <br /> dividual basis or in general. <br /> Mr. Brown introduced for consideration approval of proposed Charter <br /> Amendments submitted by the Charter Commission to be placed on an <br /> Election Ballot. Ms. Kissler moved that the Amendments be placed <br /> on the 1984 Regular Election Ballot of the City, as more citizens <br /> would be in town and voting at that particular election, and Mr. <br /> Guerra seconded the motion, which passed unanimously. <br /> Mr. Brown introduced for consideration authorization to bid a 6-pas- <br /> senger van for the WIC program. Ms. Kissler moved for authorization <br /> to bid and Mr. Moore seconded the motion, which passed unanimously. <br />
