<br /> -2- <br />If the level for BOD, TSS or COD is less than the normal level for <br />that category, then there shall be no surcharge for that category, <br />but there shall be no credit given to the total surcharge should <br />any of the thr ee categories be less than the stated normal levels <br />for the categories. <br />SECTION 3. That, pursuant to Section 3Ø-99 of the San Marcos Code <br />of Ordinances, the following provisions shall apply to commercial <br />waste haulers delivering liquid domestic waste to the City <br />pretreatment facility: <br />(a) The vehicle registration fees shall be as follows: <br /> First Vehicle $lØØ.ØØ <br /> Additional Vehicles $ 75.ØØ each <br /> Registration fee includes 2ØØ manifest forms with <br /> additional forms available at $Ø.25 each, with a minimum <br /> purchase of lØØ forms. <br />(b) The determination of the domestic liquid waste delivery <br /> fee imposed shall b~ based upon the actual amount of <br /> waste delivered, if this can be readily verified from <br /> the outside of the vehicle, or upon lØØ percent of the <br /> liquid capacity of the vehicle haul tank, as determined <br /> by measurement by City personnel, with the fee being <br /> four cents (4<:) per each gallon. <br />(c) Vehicles delivering liquid domestic wastes to the <br /> pretreatment facility that have not been registered <br /> shall be charged $lØØ.ØØ for handbilling, in addition to <br /> the waste delivery fee. <br />(d) Wastes accepted for treatment shall include, but not be <br /> limited to: wastewaters, septage, grease-trap contents, <br /> excess activated sludge, and the like that is classified <br /> as domestic waste. <br />( e) The Director of Public Works, or the designated <br /> representative of the Director, shall have discretionary <br /> authority to reject any load of waste delivered to the <br /> pretreatment facility. <br />(f) A manifest system shall be utilized to track the origin <br /> of wastes delivered. An original manifest form with a <br /> minimum of two copies shall contáin at a minimum the <br /> following information: <br /> 1. Signature of the owner or responsible manager of the <br /> facility from which the waste was removed. <br /> 2. Type of \.¡aste (septage, grease-trap, etc.). <br /> 3. Volume of waste. <br /> 4. Address of the contributing facility and address of <br /> owner, if different. <br /> 5. Name and address of vehicle driver and vehicle <br /> registration number. <br /> 6. The original manifest form shall be presented to the <br /> City staff member accepting the vvaste, with one <br /> manifest copy given to the generator of the waste, <br /> and the other retained by the hauler. <br /> 7. Mixed load s shall have a manifest for each portion <br /> of the total load. <br /> (g) The Director of Public Works shall have discretionary <br /> authority to refuse règistration, or to suspend or <br /> revoke an existing registration based upon, without <br /> limitation, the following: <br /> 1. Any violation of the rules established by ordinance <br /> or by the Director pertaining to commercial haulers. <br />
