<br /> -2- <br /> (5) Authorized official of industrial user: <br /> (a) A principal executive officer of at least the <br /> level of vice-president, if the industrial <br /> user is a corporation; <br /> (b) a general partner or proprietor if the <br /> industrial user is a partnership or <br /> proprietorship, respectively; or <br /> (c) a representative duly authorized in writing by <br /> the individual designated above if such <br /> representative is responsible for the overall <br /> operation of the facilities from which an <br /> indirect discharge originates or has overall <br /> responsibility for environmental matters for <br /> the industrial user. If the authorization <br /> becomes invalid because of changes in <br /> responsibilities or personnel, a new written <br /> authorization must be submitted to the Control <br /> Authority prior to any report being signed by <br /> the new representative. <br /> (6) BOD (biochemical oxygen demand): The quantity of <br /> oxygen utilized in the biochemical oxidation of <br /> organic matter as determined by a method approved <br /> in 40 CFR 136 in five (5) days at twenty (20) <br /> degrees centigrade expressed as milligrams per <br /> liter (mg/l). <br /> (7) Building sewer: A sewer conveying wastewater from <br /> the premises of a user's treatment facility. <br /> (8) Bypass: The intentional diversion of wastestreams <br /> from any portion of an industrial user's treatment <br /> facility. <br /> (9) Categorical Standards: National Categorical <br /> Pretreatment standards or pretreatment standard. <br /> Any regulation containing pollutant discharge <br /> limits promulgated by the E.P.A. in accordance with <br /> Section 307(b) and (c) of the Act which applies to <br /> a specific category of industrial user. <br /> (lO) City: The City of San Marcos, Texas, or any <br /> authorized person acting in its behalf. <br /> (11) COD (chemical oxygen demand): The measure of the <br /> oxygen consuming capacity of inorganic and organic <br /> matter present in water, sewage, industrial waste, <br /> or other liquid as determined by a method approved <br /> in 40 CFR 136 expressed as milligrams per liter <br /> (mg/l). <br /> (l2) Comminuted garbage: Garbage that has been shredded <br /> to such a degree that all particles will be carried <br /> freely under the flow conditions normally <br /> prevailing in sanitary sewers, with no particle <br /> greater than one-half (l/2) inch in any dimension. <br /> (13) Control authority: The Director of Public Works <br /> (or other official designated by the City Manager) <br /> or the Director's authorized representative. <br /> (l4) Director: The Director of the city Public Works <br /> Department (or other official designated by the <br /> City Manager) or the Director's authorized <br /> representative (such as the Industrial Pretreatment <br /> Manager), unless otherwise specified. <br />
