PROVIDE FOR REORGANIZATION OF THE SAN MARCOS-HAYS COUNTY HEALTH DEPARTMENT AND DECLARING AN EMERGENCY. WHEREAS, after publication of notice on July 21, 1991, the City Council of the City of San Marco s, Texas, held a public hearing on August 12, 1991, on the budget proposed by the City Manager for the City for the fiscal year beginning October 1, 1991: and, WHEREAS, at the public hearing all interested persons were given an opportunity to be heard for or against any item or the amount of any item therein contained; and, WHEREAS, after this public hearing, the City Council adopted the budget for the City for the fi scal year beginning October 1, 1991 and ending on September 30, 1992, on September 9, 1991: and, 1vHEREAS, this budget set forth itemized estimates of the expense of conducting the San Marcos municipal government for that fiscal year and appropriated money for the various funds and purposes of such estimate: and, WHEREAS, in accordance with Section 8.16 of the City Charter of the City of San Marcos, Texas, the City Council declares that a public necessity exists which requires amendment of the budget: now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: SECTION 1. That that the City Budget Ordinance for the 1991-1992 Fiscal Year is hereby amended as set forth in the attached Exhibit A, in order to provide for reorganization of the San Marcos-Hays County Health Department. SECTION 2. That these revisions and reappropriations which shall be the amended budget for the City of San Marcos, Texas, for the fiscal year 1991-1992 beginning October 1, 1991 and ending on September 30, 1992, are hereby approved and adopted. SECTION 3. That the importance of this Ordinance creates an emergency and an imperative public necessity so that the provisions of the Charter requiring that ordinances shall be presented at three separate meetings and that no ordinance shall become effective until the expiration of ten (lØ) days following the date of its final passage be suspended, and these provisions are hereby suspended, and this Ordinance shall take effect and be in full force and effect from and after its adoption and after its publication in a newspaper of general circulation within the City as provided by the City Charter of the City of San Marcos.
