<br /> 45 <br /> Regular Meeting July 11, 1983 Page 2 <br /> Mayor Craddock introduced for consideration the appointment of one <br /> person to fill the vacancy of Carlos Tijerina on the Zoning Commis- <br /> sion. Mr. Farr moved to p+ace in nomination the names of Rosina <br /> Valle and Henrietta Harris and Mr. Guerra seconded the motion. <br /> After some discussion Mr. Moore moved to table the appointment <br /> on this Commission until the July 18 agenda and Ms. Kissler second- <br /> ed the motion. On roll call the following vote was recorded: <br /> AYE: Brown, Farr, Craddock, Kissler, Kreczmer, Moore. <br /> NAY: Guerra. <br /> ABSTAIN: None. <br /> Mayor Craddock introduced for consideration approval of an appointment <br /> to fill the vacancy of Velia Cavazos on the Ethics Review Commission. <br /> Mr. Farr moved to appoint Gil Fulmer and Mr. Guerra seconded the motion, <br /> which passed unanimously. <br /> Mayor Craddock opened a public hearing to consider approval of a site <br /> and alternate site for development of a Convention Center/Hotel Project <br /> for submission of an Urban Development Action Grant (UDAG) Application <br /> to the Department of Housing and Urban Development ( HUD). Carol Grimm <br /> of the Planning Commission addressed her concerns to the proposed sites <br /> for fire and police protection and for the generated traffic in the <br /> areas. She also pointed out to the Council the Master Plan had sug- <br /> gested a civic center be built along the river. City Manager Gonzale4 <br /> said the City had wanted a civic center prior to its fnvolvemeritwith the <br /> UDAG Grant and worked on such a plan with the County and Chamber. He <br /> stated the first application submitted to HUD was not approved but we <br /> were allowed to resubmit our application. He said the funding was de- <br /> signed for private investor projects. He stated the application would <br /> need to be submitted by July 19 for funding in this budget cycle. He <br /> Sated the private investors were Lucky Tomblin in the 12-acre area sur- <br /> rounding Munden's at Hwy. 123 and IH35 and a hotel which would be in <br /> the same area, possibly connected with a walkway, to be built by <br /> Handler Smith. The other project si te is being proposed by John Wil- <br /> son, represented by David Morrison, in the Thorp Lane area. Mike <br /> Moore of the Planning Commission pointed out the lack of planning <br /> with these projects. Mr. Mendoza, representing his neighborhood area <br /> of Wallace and Sunset Acres Subdivisions, stated a convention center <br /> in the Hwy. 123-IH35 area would generate too much traffic and would <br /> create a danger in his neighborhood, for which he opposed, and that <br /> there was a need for more police protection in our city. David Mor- <br /> rison, representing John Wilson, stated both the proposed sites were <br /> good ones, but a civic center would need the participation of SWT for <br /> a project to work. Lucky Tomblin stated he thought his proposed site <br /> at the Hwy. 123/IH35 location was the hub of the City. Addressing <br /> Ms. Grimm's comments concerning the location of a civic center on <br /> the rlver, Mr. Tomblin stated what was enticing about our river was <br /> the fact it was undeveloped. No one else wished to speak in favor <br /> or against the convention center project, so Mayor Craddock closed <br /> the public hearing. After much discussion Mr. Kreczmer stated any <br /> site needed more planning,and then he moved the City postpone submis- <br /> sion of an application until the October funding cycle. Mr. Moore <br /> seconded the motion, which passed unanimously. <br />
