55 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JULY l8, 1983 PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Gerald G. Farr * Fred Guerra Betty Jane Kissler John A. Kreczmer * Jaime Moore City Manager A. C. Gonzalez City Secretary Janis K. Womack City Attorney Barbara Jean Edwards Director of Public Works George Boeker Also Present: Jim Neuhaus, Al and Ann Brieger, Rosina Valle, Jeff Wat- kins, Pat Price, Lunelle Anderson, Ruth Strandtmann, Shirley Wickersham, J. D. Oliver and others. Mayor Craddock called the meeting to order at 7:31 p.m. Mayor Craddock introduced for consideration approval of one appointment to the Zoning Commission. Since there were two Council Members absent from the meeting, Mr. Brown moved to table the appointment to the July 25, 1983 Council Meeting and Ms. Kissler seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF 7HE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO SAID CITY A CONTIGUOUS TRACT OF LAND CONTAINING APPROXIMATELY 57.67 ACRES, MORE OR LESS, LOCATED WITHIN THE EXTRATERRITORIAL JURISDICTION OF SAID CITY AND LYING ADJACENT TO PRE- SENT CITY BOUNDARIES; APPROVING A SERVICE PLAN FOR SAID TRACT; EXTENDING THE BOUNDARY LIMITS OF SAID CITY SO AS TO INCLUDE SAID TRACT; GRANTING TO THE INHABITANTS OF SAID TRACT ALL THE RIGHTS AND PRIVI- LEGES OF OTHER CITIZENS OF SAID CITY; BINDING SAID INHABITANTS BY ALL OF THE ACTS AND ORDINANCES, RULES AND REGULATIONS OF SAID CITY AND DECLARING AN EFFECT- IVE DATE. Mayor Craddock moved to approve the Ordinance on second reading and Mr. Farr seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of streets to re- ceive general maintenance (overlay). Fifty thousand dollars was placed in the budget for street overlay maintenance and a list of some of the streets in need of overlay was presented to the Council for their ap- proval. The list is attached to these minutes. Mr. Farr moved for approval of the list of streets with the deletion of the extension of J. L. Green, the leveling of the railroad crossings and Clyde Street, which would bring the list of streets into balance with the funds al- located. Mr. Brown seconded the motion, which passed unanimously. * Messrs. Guerra and Moore were not present at this meeting.
