<br /> San Marcos Conservation Program <br /> The City of San Marcos initiated a water conservation program <br /> in 1984 with the adoption of the city's first Water Conservation <br /> Ordinance to address restrictions on water use during periods of <br /> drought. This ordinance was revised in 1990 in response to <br /> emergency drought conditions in the Edwards Aquifer region and <br /> later refined through the adoption of a five-stage Drought <br /> Management Plan in early 1991 in compliance with regulations of <br /> the Edwards Underground Water District. <br /> The City of San Marcos initiated a public awareness campaign <br /> in 1988 to encourage voluntary water conservation by the citizens <br /> of San Marcos. This program has been implemented through mayoral <br /> proclamations, publicity, mailouts, participation in the leak <br /> detection program provided by the Edwards Underground Water <br /> District, and the adoption of ordinances restricting outdoor water <br /> use.
