3. The opinion of probable project cost of the plant facility and appurtenances required to connect to the existing City dis tribu t ion system is $.92 to $.98/1000 gals. A cost for raw water has been included because purchase of senior water rights may be necessary to meet the total raw water needs from the San Marcos River. The plant would be located near 1-35 and north of HV 121, providing access, easy connection points to the distribution system, and nearness to the River for the intake. E. FUTURE VATER SUPPLY The possibility of adequate water not being available from the San Marcos River in the future does exist. Reduction of flows from the Aquifer, due to more restrictive permitting of well pumping rates, quality deterioration, or any combination of these, would require the City to develop an alternate source of raw water supply in the future. As previously discussed, the most likely source at this time appears to be from Canyon Lake. To assist the City in planning for this possibility, it was assumed that the alternate source would be needed by the year 2000. Obviously, many variables will be involved in determining the optimum time to make this transition, however, if the transition can be delayed additional savings will be realized. Gruene was selected as a potential intake site because it is the closest point of the Guadalupe River to San Marcos minimizing the pipeline length. Cost analyses of capital and pumping were performed to arrive at the most cost effective combination to treat a flow of 12 mgd. These costs include raw water pumping and pipeline from Gruene to San Marcos, expansion of the proposed 8 mgd treatment plant at San Marcos to 12 mgd, and increased 0 & M. The opinion of probable project cost for these facilities and the total project are $1.45 to $1. 55/1000 gals. 7 -.-
